Presidential Executive Order No. 5 (EO5)
For Planning and Execution of Projects, Promotion of Nigerian Content in Contracts and Science, Engineering and Technology.
Executive Order No. 5 was signed by Mr. President on 2nd February, 2018 and is an initiative of the Nigerian Government to set the Nation on the path of viable and sustainable economic growth with rapid transformation using Science Technology and Innovation (STI) instruments and platform; It is key to achieving self reliance, self sufficiency through Local Content development in STI Sector, which is its main objective.
The Executive Order is one of the tools for transforming Nigeria's Economy from Resource-based to a knowledge-based economy driven by innovation. EO5 is in consonance with Nigeria's Mid-Term National Development Plan (MTNDP) 2021 -2025 as well as the Vision 2050 Initiative.

Section 7 of the EO5: Database of Experts
1. The National Office for Technology Acquisition and Promotion (NOTAP) shall develop, maintain and regular update a database of Nigerians with expertise in Science, Engineering, Technology and other fields of expertise.
2. The Ministry of Interior shall take into consideration the manpower database of NOTAP, Federal Ministry of Science and Technology, Federal Ministry of Power, Works and Housing, the Nigerian Academy of Science, the Nigerian Academy of Engineering, Nigerian Content Development and Monitoring Board, Federal Ministry of Petroleum Resources, etc. in determining the availability of local skilled manpower in Science, Technology and Innovation for the grant of Expatriate Quota.
